To add to the comments made by Josh Vincent, as someone who spend my entire professional life in community development, the move to a land-only tax base would have a huge synergistic benefit to urban life. Bringing land to its highest, best use (as determined by market forces and by zoning and other planning controls) would curtail sprawl by making our cities places that are clean and safe. People would be able to live, work and play in the same areas, further reducing the dependency we have on automobiles.
